The meeting is led by Iulian Petre, Executive Director of UNOPA and CCM Vice-president.
Iulian Petre is asking the participants suggestions for the completion of the agenda.
Lucia Mihailescu- DGP proposes that for the final point of the agenda she is to present a request from the DGP Management, asking for clarifications regarding R2 HIV/AIDS close out process of programs coordinated by them.
I. Round 2 close-out situation and the distribution of equipments to the other SRs
Maria Varga –UMP-FG R2 Coordinator announces that the process is finalized: the employers’ contracts and work cards have been closed. There are however some things to finalize:

Final reports
A sum of money of approximately 50000 Euro which represent the interest of the spent money, out of which a part has been used for TB Programmes and 377000 Euro interest for HIV/AIDS Programmes.
Overall, the general disbursement rate was over 99%.
Money recovered of VAT taxes will be distributed to R6. This sum will not be considered as extra but will be cut down from the next trance to be received by RAA. Other sums of money will also be recuperated from National Insurance House for the vacations of some employers of PR R2, funds that will be distributed to R6
A part of the PR R2 documentation is at the disposal of lawyers for the finalizing of trials intended by some of the former PR R2 employers.
Mrs. Varga wishes to emphasize an issue related to the way specialists on these projects are being treated. She suggests that sustainability costs for personal to be budgeted for 3 month after the expiration of their contracts so as to allow them to find other working places.
Silvia Asandi – RAA congratulates R2 PR team and Mrs. Maria Varga for the effort to achieve successfully this project.
Eduard Petrescu – UNAIDS expresses his praise for the way the project was brought to an end but also his disappointment that the team couldn’t be helped sufficiently in its efforts to overcome the numberless difficulties. His regrets are related to the rumours about the Global Fund’s activities in Romania solicitation that in the future its image be correctly presented. Thus he would like that GF representatives conceive and sign an evaluation letter for the programmes in Romania. The letter will outline the success achieved by the teams in this complex field and will also mention the percentage of the projects’ achievement as well as the obtained indicators.
He also expresses his regrets towards the behaviour of some former members of UMP PR R2 team who made a bad impression from the outside.
Maria Georgescu – ARAS congratulates PR R2 team for their achievements and explains that the tensions inside the team were perceived by SRs’ as well. She states that the programme was closed without an implication form MOH and suggests that a guide for optimal practices in the field be drawn; a guide that gathers all the good and bad experiences that enabled or prevented the process’s deployment, accompanied by solutions to occurred problems. She also highlights the fact that R6 programmes are functioning much better thanks to the coordination of an NGO, fact that proves that governmental sector acts slower.
Daniela Calugaru – Ministry of Education, Research and Innovation congratulates PR R2 team and proposes as a discussion theme the future of the projects that now are coming to an end and which will have to be overtaken by governmental teams as established through their prior commitments.
Eduard Petrescu – UNAIDS reminds about the R2 close out conference programmed for October 18-19th, but which has been postponed and which was supposed to tackle the theme discussed by Mrs. Calugaru as well as other subjects. Its delay was caused by the political tensions generated by the presidential election in November. However, the conference is bound to take place at an ulterior date which will allow for the information transmitted to spread widely.
Elmira Ibraim – M.Nasta, recently nominated as Coordinator of TB Programmes in Marius Nasta Institute offers her support in the organizing process of the conference.
Ioana Ariton –LFA utters that the estimated effort for the close out procedure doubles itself considering the particularity of the situation. However Romania has a privileged situation thanks to R6 which will be transferred the goods left from R2. She congratulates PR R2 for its efforts of bringing the close out sessions to an end.
Iulian Petre – UNOPA describes the situation regarding the transferred equipments from R2 UMP FG to UNOPA. After CCM’s decision and Mrs. Maria Kirova’s letter the necessary papers for the transfer were drawn. The transfer record from UMP FG to UNOPA has been signed by MOH and currently all items are under the custody of UNOPA and held at PSI stock buildings, until it is decided which will their destination. He invites the SRs to require the equipments they need from UNOPA.
On the other hand he approaches the issue of GF’s authority and presidency, saying that the lack of coordination and continuity on behalf of MOH led to leaving CCM without a president (who has to be named by MOH). Nonetheless he hopes that the next meeting these issues will have been clarified.
He also mentions that a part of the materials and equipments from PR R2 is still in Public Health Institute’s building (furniture and 3 air conditioning systems) and will be recuperated by UNOPA.
On October 3rd, 2009, two cars will be picked up, one of them still being in repairs. The equipment list also contains furniture, computers, laptops, memory sticks.
With regards to the equipments, Maria Varga reminds that the situation from UIP (Project Management Unit) in PHI is disastrous because their inventory is unfinished and all their objects are broken.
Iulian Petre specifies that there is money to have the car repaired and also solicits to establish the conditions of equipment delivery between UNOPA and the SRs who express their wish to purchase some of these items. According to LFA, CCM has the final word in this matter. The essential point is that the equipments to be used with the purpose of their original purchase.
It is further discussed the way in which SRs’ of Round 6 will receive the materials they asked for.
According to Eduard Petrescu’s suggestion it would be better that all materials be delivered to one of the SRs’, namely UNOPA with whom any other organization interested should talk to. If an item is requested by several organizations than each of them has to motivate their choice to CCM, which will also take the decision regarding the transfer procedures.
According to Mrs. Varga UNOPA has a document signed by Ministry of Health of transfer of equipments from R2 to them. The redistribution to another SR will be done based on CCM’s agreement and with signature from Ministry of Health.
Equipment redirection to another SR will be possible with CCM’s decision, signed by Ministry of Health.
A vote that these equipments remain under UNOPA’s custody was proposed. Through unanimous voting and quorum the proposal was accepted and voted. Maria Georgescu solicitudes the equipment list should ARAS need any item on it.
Iulian Petre thanks CCM for their confidence and says that he will send an item list to SRs’ from R6, so that they can ask for the materials they need; a big part of these materials will go to other SRs’ if they are requested.
Fidelie Kalambayi- RAA proposes that the list arrive at other SRs which aren’t represented in CCM.
Dr. Lucia Mihailescu presents the official request of DGP’s management, which needs assistance from CCM for the close out process of GF HIV Grant, as well as information concerning the persons closing the counts, demanding in consequence an official response. She is answered that the matter is to be settled between DGP and UMP R2.
Eduard Petrescu reminds that UMP foundation within DGP was made based on the latter’s decision, therefore its dissolution will follow the same pattern. National Agency of Fiscal Management (ANAF) needs the dissolution decision in order to close the counts. The same procedure was applied for the TB programmes. R2 UMP can offer a disbursements and contract statement, but they will be of no use for ANAF..
II State of R6 projects coordinated by PR RAA.
Silvia Asandi makes a few specifications:
The application for TB Programmes Phase 2 was sent on time. It was an intense collaboration with LFA due to the many quires regarding the procedures.
A supplementary report was drawn so as to facilitate the access to the necessary funds for the HIV projects.
All the documentation for HIV Grant Phase 2 was also drawn leading to an optimal transition.
Close out procedures ended for 18 projects that will not continue in HIV Grant Phase 2.
A series of studies has been made one of them being finalized and launched and another two drawing their primary conclusions.
Working activities with SR took place which facilitated the optimal deployment of the grants.
A series of acquisitions were made at the level of PR both for items belonging to the PR and to SRs’ which requested this thing or demanded support for the acceleration of the implementing process.
3 members of RAA team graduated the course on Monitoring and Evaluation of HIV/AIDS National Programmes, organized by WHO in collaboration with San Francisco University and Public Health School in Zagreb.
Silvia Asandi disapproves the negative propaganda on GF’s programmes in Romania and thanks RAA team for their efforts in deploying such a qualitative work.
A series of presentations (download from GF website) is made by RAA team members, meant to trace the programmes’ status:
- Mihaela Stefan presents the status of TB Grant. Mrs. Maria Georgescu intervened at this point saying that HIV patients can’t take the same treatment as TB patients and that such a project could be introduced in GF’s programmes.
Silvia Asandi claims that despite the statistics presented in spring, regarding the slight decrease of the TB incidence rate, the situation on therapeutical success is not that satisfying. The treatment’s results have dropped lately to 80%. The number of MDR-TB is rapidly increasing. Practically there is little collaboration between the HIV and TB networks. During this month the topic has been discussed with dr. Elmira Ibraim, the new TB Programmes Coordinator who would like to have a meeting with the HIV/AIDS Programmes’ coordinators in order to establish a collaboration network. One of the main problems is that an HIV/AIDS infected patient can’t take the same treatment as a TB patient. Marius Nasta Pneumology Institute claims that HIV patients with TB co infection are in fact getting treatment, but that there is no official information from this point of view.
Silvia Asandi states that supplies with some TB medicines were interrupted throughtout last year, probably due to the decentralized acquisition. Still, there are positive signs that the centralized purchasing procedure will be resumed. Discussions with former MOH representatives were carried on the purchase of TB drugs through GLC-IDA, similar with the acquisitions made for GF projects, the costs being highly reduced and GLC evaluation being paid as it is by GF.
Maria Georgescu utters that it would be recommendable to make a lobby for the introduction of this type of Projects in GF’s Programmes (continuous supply with drugs and HIV tests). The problem is that all acquisitions have been blocked by MOH, even the test acquirement. Currently patients have to buy their tests.
Iulian Petre – UNOPA states that this sort of information arrives with difficulties at UNOPA. A week ago a meeting took place, where the issues concerning the lack of drugs for the HIV patients and patients with other chronic affection could have been analysed and solved with the support of Professor’s Adrian Streinu-Cercel.
He also announces that a protest will be held on November 9th, 2009 organized by Coalition of Organization of Patients with Chronic Affections in Romania (COPAC) in Izvor Park, the entrance from United Nations Boulevard which UNOPA supports. Financial status of R6 programmes were presented by Mrs. Duca (RAA), downloadable from GF Romanian website.
III. Fidelie Kalambayi presents the status of HIV programmes.
She also emphasizes the most important conclusions of the behavioural study made by RAA, which is to be found on www.fondulglobal.ro (studies and reports section).
The study has been made among persons who practice commercial sex in Bucharest and in other 8 cities in Romania. Female patients in Bucharest have also been tested for HIV and HBV-HCV.
Another group which entered the study was IDUs, but only recruited from Bucharest.
A third category was represented by persons in prison.
Many of the participants tested positive for HCV, a smaller number tested positive for HBV, followed by persons who tested positive for HIV.
At the financial sector the disbursement rate for Phase 1 was 96,4%, mostly due to the acquisitions of sanitary equipments and consumables. The recovered VAT is 326000 €. Information related to acquisitions can be found on GF website.
IV. Iulian Petre announces that vocational courses have been organized for HIV positive young people; a number of scholarships is in process of selection and training courses for specialists continue.
Daniela Calugaru – Ministry of Education, Research and Innovation stresses the importance of NGOs’ coordination and implication in such projects as they are ran with difficulty by Government due to bureaucracy.
